The Delhi government’s draft Electric Vehicle (EV) Policy 2026 aims to accelerate EV adoption through mandates and incentives. The policy stipulates that only electric three-wheelers will be allowed for new registrations from January 1, 2027, and electric two-wheelers from April 1, 2028. This move is designed to foster a robust EV ecosystem, including battery recycling.
Financial incentives will be provided via Direct Benefit Transfer (DBT) for various EV categories, subject to ex-factory price caps and a phased incentive structure over three years. Scrappage incentives for older vehicles will also be introduced to encourage the transition to electric mobility, funded through state budgetary allocations and environmental funds.
The policy mandates that all new infrastructure projects by urban local bodies must be EV-charging ready, ensuring adequate electrical capacity and identifying land for public charging and battery swapping stations. Delhi Transco Limited will serve as the nodal agency for planning and coordination, with a single-window clearance system proposed to streamline approvals.
Stakeholders and the general public can provide feedback on the draft policy within 30 days. The policy will remain in effect until March 31, 2030.
